Emily brings over a decade of experience in local government in the San Francisco Bay Area, where she has led equitable and sustainable initiatives in land use, transportation, and community development.

At Steer, Emily leads Equity and Inclusion (E&I) efforts across North America, guiding the growth and evolution of the firm’s equity practice while embedding E&I principles across projects and sectors.

Prior to joining Steer, Emily worked in the Office of Civil Rights at Bay Area Rapid Transit (BART), where she advanced socially equitable transit solutions by strengthening the agency’s regulatory compliance through a community-centered approach. She played a key role on the Link21 team, co-developing the project’s Priority Populations definition and overseeing its equity framework.
