Herbert Higginbotham

Herbert serves as the Executive President for Steer North America. In this role, he oversees the growth and delivery of a high-profile portfolio of strategic, planning, and advisory projects, as well as a dynamic and diverse workforce serving the needs of clients and communities across North America.

His professional background includes transportation planning and operations, market and customer analytics, strategic and commercial advisory, stakeholder engagement, and technology innovation. He has managed and advised on hundreds of projects across North America, focusing on consensus-driven, data-centred, and implementable outcomes.

These projects include signature capital initiatives supporting Los Angeles' ambitious rail and transit expansion, bus network redesigns and priority network development across the United States, and asset management and operations programs for the largest public transit authorities in the US.

Herbert frequently works with leaders and executives on vision and strategy for their most transformational projects and initiatives. He also writes and speaks regularly about the rapidly evolving mobility landscape.
