Advising on a tram extension for Manchester Airport

Manchester Airport is a key international gateway for the North of England and an important employer for Greater Manchester. The airport is forecasting a doubling of air passengers by 2030, along with a significant shift in surface access towards public transport. However, the infrastructure to support this growth and mode shift is not yet in place.

On this project, Steer assessed the potential viability of a Metrolink (tram) extension to Terminal 2, either from the current Ground Transport Interchange (GTI) or via the “Western Leg”.

Our team was responsible for forecasting the patronage impacts of the extension from the GTI to Terminal 2, along with the preparation of an Outline Business Case for Department for Transport funding.

Successes and outcomes

As part of a multi-disciplinary team, Steer was able to coordinate the various mode choice and strategic modelling runs. These were then inputted into the economic and financial models. Under difficult timescales, the team produced a high-quality business case which was submitted to the Department for Transport on time.

The team was proactive in understanding the various components being worked on by the client and other parties and developed close working relationships across the wider project team. This meant that the transfer of knowledge was collaborative and efficient, leading to improved analysis from all parties which ultimately lead to a better Outline Business Case.

A funding decision has yet to be announced.
