Research for the legal and regulatory framework for smart futures on transport

Steer was commissioned by Urban Transport Group (UTG) - a network bringing together the UK’s largest city region transport authorities including Greater Manchester, Liverpool City Region, London, Tyne and Wear, Sheffield City Region, West Midlands and West Yorkshire - to conduct research on the legal and regulatory framework for smart futures on transport.

How we helped

Our work included a review of existing regulations to understand to what extent they allow public bodies to manage new forms of transport services including, car clubs, bike sharing, e-scooters, on-demand taxi and private hire services, on-demand minibus services, Mobility as a Service and Connected and Autonomous Vehicle services. 

The key tasks completed include:

  • Review of the UK regulatory and legislative frameworks
  • Review of international case studies
  • Development of the anticipatory regulation concept
  • Identification of priority areas and quick wins
  • Development of draft principles

The analysis is based on desktop research and is supported by intelligence gathered through interviews with key members of UTG.

Successes and outcomes

Draft principles chartThis report provides an analysis of the strengths and weaknesses of current UK legal and regulatory frameworks for smart transport futures in relation to the key challenges that UK transport authorities face.

It also explores the potential for anticipatory regulation and defines the principles that could underpin any changes to the framework and recommendations for priority areas in need of reform.
