Developing Buckinghamshire’s Growth Strategy

The Strategy was to address three audiences:

  1. National Infrastructure Commission (NIC), which was considering infrastructure priorities in relation to economic and housing needs.

  2. The Central Government, which was assessing spending plans and priorities.

  3. Local stakeholders and partners, who required investments to support sustainable growth and place-making activity.

The work entailed:

  • A baselining phase, involving the development of comprehensive and communicable evidence base, which benchmarked Buckinghamshire against its peers across four economic development domains: human capital/skills, infrastructure/housing; knowledge & innovation, and external business expertise & support;

  • an assessment of the ‘economic prize’ that could be gained if Buckinghamshire could match the growth trajectory of its neighbour, Berkshire; 

  • review of policies and strategies for housing and economic growth at district and county level to provide a clear statement of current activity;

  • consultation with partners on objectives, projects in the pipeline, ‘Asks’ of and ‘Offers’ to Government that would help Buckinghamshire to raise its trend growth rate;

  • and the development of an action plan to 2030 that would provide the foundations for growth to 2050.
