Building Ireland: Steer's technical due diligence projects for critical infrastructure

Ireland is propelling forward, determined to strengthen its infrastructure to accommodate a rising population and solidify its position among the world's leading economies. This growth is reflected in the increased spending towards crucial infrastructure developments, compensating for relative underinvestment in the past. The fulfilment of such commitment requires sound technical due diligence. This is where Steer pitches in. 

How we helped 

Steer's Technical Due Diligence team has supported Ireland's infrastructural growth and transformation. Over the years, we have guided an array of projects, providing strategic counsel to ensure detailed assessment of risks, complexities, and the overall feasibility from both a commercial and technical standpoint.  

But our role extends beyond just advice - we are an active participant in taking informed decisions, contributing significantly towards finalising deals. 

Key technical due diligence projects in Ireland 

Our role in major infrastructural projects throughout Ireland reveals the critical impact of our work: 

N25 New Ross Bypass 

We provided Lender's Technical Advisor (LTA) services for the €230m, 25-year availability-based N25 New Ross bypass project, a venture that not only enhanced local connectivity and productivity but also boasted of innovations such as the world's longest extradosed bridge, and the first utilisation of the European Investment Bank Project Bond Credit Enhancement facility in Ireland.  

The project initiated positive changes in the locale, reducing pollution, and thereby improving the quality of life and local economy.  

The bypass won silver for "Best Road Project" at the 2017 Partnerships Awards.  

M50 Ring Road – M3 – M4 

Our advisory services were critical in the purchase of the Concessionaires operating and maintaining the M50 ring road (a pivotal part of Dublin's transport infrastructure and connectivity to international markets, as it begins at Dublin Port and connects the Dublin Port Tunnel and Airport Motorway, before circling the northern, western, and southern suburbs of Dublin), the M3 (Dublin to the North West region of Ireland with connections to Clonee, Dunboyne, Dunshaughlin, Navan and Kells) and the M4 (Dublin to the Western region of Ireland with connections to Kinnegad and Kilcock). Steer ensured a thorough evaluation of the risks entailed by these essential motorways and of their Concessionaires, thereby contributing to the continuity of seamless transportation services in Dublin and across Ireland.  

Limerick Tunnel and Fermoy Bypass 

We conducted Technical Due Diligence for a potential buyer interested in the Concessionaire operating and maintaining the Limerick and Fermoy concessions. Our independent review covered for the Vendor’s O&M and Lifecycle plans and related budgets (i.e. OPEX and CAPEX) for both projects, and identified opportunities for improvements and optimization, as well as for risks and their mitigation measure.
