Modernizing Colombia's Port Sector Law

In partnership with GEA, Steer is leading the modernization of Colombia’s port sector law, as outlined in CONPES 4118 of 2023: National Port Policy. Our goal is to analyze, propose, and recommend strategies that foster sustainability and modernization across the sector’s regulatory, economic, social, and environmental dimensions.

Currently in Phase II (Product 3) of the Ministry of Transport consultancy, we are diagnosing the existing port model and conducting a detailed physical analysis of port activities.

This phase includes an in-depth review of key elements such as the evolution of Colombia’s port management model over the past 30 years, the performance of ports in terms of efficiency and connectivity, the role of service providers in port activities, the social and environmental impacts of the current model, the cost structures of key actors, and the role of logistics within the port system.

To align our recommendations with local realities, the consulting teams from GEA and Steer, together with the Ministry of Transport, have been conducting site visits to major ports in Cartagena, Santa Marta, Barranquilla, and Buenaventura. These visits provide valuable insights from on-the-ground stakeholders, enabling us to refine our proposals to meet the sector’s evolving needs.
