The Master Plan for Transport and Logistics -PMTLA- is an initiative of the Department of Antioquia framed and aligned with different planning instruments, through which it seeks to positively influence aspects such as connectivity, efficiency in transport and logistics, territorial development, competitiveness, sustainable mobility and contribute to the achievement of sustainable development objectives.
Through this tool, the department seeks to have updated information on the state of transport and logistics, the identification of needs and opportunities, and to draw a roadmap for the achievement of strategic objectives that position the Department of Antioquia in the national and international arena, creating opportunities to improve the quality of life and economic conditions of its inhabitants.
The Plan is defined as a visionary bet with a long-term horizon based on a participatory and technically robust construction exercise, which in turn recognizes the vocations and potential synergies between the sub-regions that make up the department and responds to the infrastructure needs for cargo and passengers, contemplating the various modes of transport.
Steer carried out the activities required for the formulation of the Plan, including the construction of the baseline for the diagnosis of transport and logistics in the department, which involved the analysis of primary and secondary information in line with the strategic vision of the department of Antioquia, the objectives and synergies with the declaration of climate emergency in the territory were established. Based on the recognition of the needs and perspectives for the future development of the territory, a set of projects and a development roadmap were constructed, which was strengthened by identifying potential funding sources and the requirements from the institutional and regulatory components for their implementation.
The project's development included spaces for participation with different actors and experts in the field and the implementation of internationally recognized analysis methodologies supported by transport modeling tools, geographic analysis, and managing large volumes of information.
The joint work with institutional actors and the creation of synergies based on the understanding of the future vision of the territory was decisive for the proposals included in the Plan to be aligned with the development perspectives of the department and the objectives aimed at improving competitiveness and creating opportunities that improve the quality of life of the inhabitants of the department, based on the positioning as a region that improves its connectivity in the local, regional, national and international dimensions.
The final product was a set of projects that configured a multimodal network to be implemented in the short, medium, and long term to achieve a robust, efficient, and resilient network that contributes to improving the competitiveness of the department.
Additionally, the project included the implementation of different communication tools such as a web platform, an information repository for updating by the entities in charge of the management and monitoring of the implementation of the Plan, printed publication, as well as socialization meetings with stakeholders seeking the appropriation of the planning instrument.
