Steer was commissioned by Manchester City Council (MCC) and Salford City Council to support the development of a strategic case to co-locate a mixed-use car park, shared/active mobility options and other complementary facilities through a Mobility Hub in Strangeways. The study provided evidence to support the implementation of the hub, optimal site selection, concept design and operating model optioneering. The outputs of this strategic case will be used by Manchester City Council in discussions with the developer.
Approach:
The study included a comparative site assessment and identification of the most suitable location based on accessibility, visibility, and delivery feasibility. Spatial analysis of the preferred site informed the scale and layout of the proposed Hub, while development options were evaluated for their revenue potential. A long list of potential components was developed and categorised to guide future design stages. The study also proposed an operating model that balances commercial viability with public sector control, and outlined next steps including developer engagement, cost modelling, and concept design development.

Successful demonstration of the need for the Hub and its components, such as site selection, design and delivery models, for Manchester City Council to use in discussions with the developer.
