00:04:22.132 base infrastructure, 00:04:22.232 --> 00:04:23.273 transport infrastructure, 00:04:23.392 --> 00:04:24.494 energy infrastructure, 00:04:25.994 --> 00:04:30.156 and so forth that support a open 00:05:08.627 --> 00:05:10.009 to something of a postcode 00:05:10.048 --> 00:05:12.310 lottery in terms of the 00:05:12.350 --> 00:05:13.790 level of the service that 00:05:13.829 --> 00:05:15.711 they receive depending on 00:05:16.490 --> 00:05:17.752 who happens to be running 00:05:18.432 --> 00:05:19.333 their local buses. 00:05:21.613 --> 00:05:26.596 and that has held back the 00:05:27.935 --> 00:05:29.776 travel horizons in some 00:05:29.797 --> 00:05:34.119 places in amongst those 00:05:34.158 --> 00:05:36.459 communities and holding 00:05:36.500 --> 00:05:37.980 back travel horizons means 00:05:38.040 --> 00:05:39.021 that that we're holding 00:05:39.100 --> 00:05:40.800 back people's economic 00:05:41.461 --> 00:05:44.142 horizons as well so so if 00:05:44.182 --> 00:05:46.644 you want to be able to achieve growth in 00:05:47.363 --> 00:05:48.983 what we might term our most 00:05:49.105 --> 00:05:50.165 foundation economy, 00:05:51.605 --> 00:05:53.586 then 00:06:42.810 is about making the best of 00:06:42.990 --> 00:06:43.930 the public and the private 00:06:43.951 --> 00:06:45.971 sector um it's very 00:06:46.031 --> 00:06:47.632 different proposition to 00:06:48.132 --> 00:06:49.932 municipalization for 00:06:50.012 --> 00:06:52.973 example um and so this is 00:06:53.252 --> 00:06:54.473 still very much about 00:06:54.593 --> 00:06:55.653 public and private sector 00:06:55.692 --> 00:06:56.673 working together but 00:06:56.713 --> 00:06:57.713 working together within 00:06:58.701 --> 00:06:59.923 a consistent framework. 00:07:00.285 --> 00:07:01.505 So when we look at the 00:07:03.329 --> 00:07:04.649 legislation that 00:07:04.690 --> 00:07:05.992 government's now bringing forward, 00:07:06.052 --> 00:07:07.374 for those places like 00:07:07.454 --> 00:07:08.295 ourselves where the 00:07:08.355 --> 00:07:11.959 decision has already been taken, we would 00:07:13.017 --> 00:07:16.901 probably advise back into 00:07:16.961 --> 00:07:19.682 government that there may 00:07:19.742 --> 00:07:21.524 well be some aspects of the 00:07:21.564 --> 00:07:22.824 process that we have been 00:07:22.884 --> 00:07:27.408 through now that could be simplified. 00:07:28.709 --> 00:07:30.971 And I tread carefully in that regard, 00:07:31.050 --> 00:07:33.752 because the decisions that 00:07:33.812 --> 00:07:34.793 are taken to move to 00:07:34.814 --> 00:07:36.814 franchising are very serious decisions. 00:07:37.615 --> 00:07:39.677 They do have impact on businesses. 00:07:40.999 --> 00:07:42.461 and so they need to be taken carefully. 00:07:42.500 --> 00:07:43.862 So there's maybe some elements there, 00:07:43.882 --> 00:07:44.944 but actually we're probably 00:07:45.024 --> 00:07:47.047 most focused on what else economic 00:08:10.293 --> 00:08:11.475 position which may be 00:08:13.076 --> 00:08:14.117 something that's driven by 00:08:14.158 --> 00:08:15.238 their wider business as 00:08:15.319 --> 00:08:16.259 opposed to necessarily the 00:08:16.300 --> 00:08:17.701 business within the franchise 00:08:18.901 --> 00:08:21.483 and that we can move to 00:08:21.504 --> 00:08:24.524 ensure that a service is 00:08:24.584 --> 00:08:26.867 maintained for the travelling public. 00:08:28.728 --> 00:08:29.187 In essence, 00:08:29.208 --> 00:08:31.449 that's like the equivalent of a 00:08:31.468 --> 00:09:00.745 potential for us to 00:09:02.506 --> 00:09:04.828 strengthen measures against 00:09:04.889 --> 00:09:07.210 antisocial behaviour on public transport. 00:09:07.629 --> 00:09:10.351 So we're very keen to see the ability 00:09:11.293 --> 00:09:11.774 excuse me, 00:09:11.833 --> 00:09:15.940 for us to establish bylaws on 00:09:15.980 --> 00:09:17.241 our bus systems in very 00:09:17.282 --> 00:09:18.222 much the same way that we 00:09:18.283 --> 00:09:21.327 see on heavy rail and light rail systems. 00:09:22.229 --> 00:09:24.471 So that the PCSO models that 00:09:24.513 --> 00:09:25.934 we've all started to roll 00:09:26.034 --> 00:09:27.616 out have got real bite to them. 00:09:29.092 --> 00:09:29.712 Thinking about that, 00:09:29.893 --> 00:09:30.913 that's really advisors at PwC 00:10:03.394 --> 00:10:05.256 and your legals from DLA, 00:10:05.576 --> 00:10:06.597 you'll appreciate that's 00:10:06.638 --> 00:10:09.799 quite a long and an extensive process. 00:10:10.200 --> 00:10:11.041 Now, you've gone through that, 00:10:11.201 --> 00:10:11.900 so any change in 00:10:11.941 --> 00:10:14.003 legislation is not going to help you. 00:10:14.543 --> 00:10:15.363 But just thinking about 00:10:15.703 --> 00:10:17.144 others who might be thinking about it, 00:10:18.004 --> 00:10:19.866 Do you think if there's a 00:10:19.907 --> 00:10:23.250 change in the law to have a 00:10:23.309 --> 00:10:25.111 presumption in favour of franchising? 00:10:25.491 --> 00:10:26.332 So essentially what you're 00:10:26.373 --> 00:10:28.153 doing at the moment is the 00:10:28.193 --> 00:10:29.195 presumption is in favour of 00:10:29.215 --> 00:10:30.235 the current system and you 00:10:30.275 --> 00:10:31.697 have to show why you want to change it. that could potentially, 00:10:38.744 --> 00:10:40.164 for those others who think 00:10:40.205 --> 00:10:41.426 you're going through this process, 00:10:41.446 --> 00:10:42.967 simplify the matter greatly. 00:10:45.666 --> 00:10:47.687 So I think there's a logic to that, 00:10:48.447 --> 00:10:51.669 given where the process has got to now. 00:10:52.490 --> 00:10:56.693 But in the same way as the 00:10:56.754 --> 00:10:57.953 balance of the presumption 00:10:57.974 --> 00:11:00.336 at the moment then caused a 00:11:01.756 --> 00:11:04.217 debate around what are the 00:11:04.278 --> 00:11:06.480 unintended consequences of 00:11:06.519 --> 00:11:07.299 that presumption, 00:11:07.320 --> 00:11:08.120 and there were some 00:11:08.181 --> 00:11:09.341 elements that were sort of 00:11:44.158 --> 00:11:45.860 good healthy space within a 00:11:46.461 --> 00:11:48.583 franchising marketplace for 00:11:48.844 --> 00:11:49.825 smaller operators. 00:11:51.246 --> 00:11:55.190 who do have very focused 00:11:55.450 --> 00:11:57.971 skill sets on discrete 00:11:58.032 --> 00:12:01.214 markets so that they're not 00:12:01.534 --> 00:12:03.275 crowded out through the 00:12:03.316 --> 00:12:04.317 franchising process. 00:12:04.356 --> 00:12:06.337 So I think the presumption is right. 00:12:07.538 --> 00:12:09.980 But I'd want us to be 00:12:10.020 --> 00:12:12.042 working very closely with CPT, 00:12:12.101 --> 00:12:12.802 who I think have been 00:12:12.861 --> 00:12:14.182 excellent in terms of the 00:12:14.222 --> 00:12:15.043 way in which they've 00:12:15.604 --> 00:12:16.124 developed their 00:12:16.163 --> 00:12:19.527 capabilities through the last few years, 00:12:20.067 --> 00:12:21.147 just to make sure that we 00:12:21.187 --> 00:12:21.888 would get that largely handles 00:13:15.837 --> 00:13:17.759 the east of the conurbation 00:13:17.779 --> 00:13:19.623 and then Tranche 3 the 00:13:19.682 --> 00:13:22.905 northwest of the conurbation. 00:13:23.106
