During the COVID-19 pandemic, Buenos Aires City implemented new cycle lanes on two major Avenues (Corrientes and Córdoba) as part of an ongoing strategy to promote active mobility. Buenos Aires City needed a Social Cost-Benefit Analysis methodology to evaluate investments in infrastructure for cyclists, and Steer was hired to develop it with financing from the World Bank. 

In its 2023 version, the PIMUS was supported by the German Sustainable Development Cooperation (GIZ), commissioning Steer to carry out an external consultancy to structure measures in the freight transport and urban logistics sector. This process included a diagnosis based on environmental, economic, and social approaches, identifying barriers and opportunities in regulation, infrastructure, e-commerce, energy transition, last mile, and road safety.

Steer played a crucial role in supporting the project by delivering a comprehensive suite of transport documents. Originally granted consent in 2015, the development continued to receive Steer's assistance in navigating conditions and incorporating non-material amendments to the initial scheme.
