Planning for People: How community engagement can transform project delivery

Tues 2 Dec, 1.00-2.00pm GMT

Delivering effective transport projects isn’t just about infrastructure – it’s about people.

Understanding how communities move, interact and experience change is critical to creating solutions that work in the real world.

Join us for this timely webinar with Nicola Kane (Steer) and Felicity Heathcote-Marcz (Bare Analysis), who will share lessons from their recent work on Sheffield City Council’s Access & Movement Plan (shortlisted for a CiHT award) – an ambitious project shaped through deep community engagement, ethnographic research and focus groups exploring travel behaviour, accessibility and place-making.

Building on their insights shared at the Local Transport Summit 2025, our speakers will explore:

  • Practical approaches to engaging diverse communities in transport planning.
  • How to turn local insight into actionable design and policy decisions.
  • The benefits of collaboration between planners, behavioural researchers and local voices.

Whether you’re developing a new movement strategy, public realm scheme or decarbonisation plan, this session will offer inspiration and real-world techniques for bringing communities with you – not just consulting them.

Welcome to Inside Steer — a video series where we meet some of the leading voices from across Steer’s North America business. In each episode, we uncover industry insights, career highlights, and perspectives on the sectors shaping the future. In Episode 1, Herb Higginbotham speaks with David Cuneo about how technology and data are transforming travel and urban mobility.

‎Senior Vice President David Cuneo has been with Steer for over 16 years and, in that time, has not only witnessed huge transformations in the highway sector but also been a part of them.

Starting at Steer in 2009, David was part of the team that originated Steer’s North American operations. Since then, he has been a key part of and eventually led our highways team that has seen the growth of express lanes in the US, advancements in data collection and innovations around dynamic toll pricing that have changed the way highway infrastructure is funded.

Now, David is at the forefront of new developments that will change the future of highways. Connected autonomous vehicles (CAVs), the connected corridors that facilitate them and electrification are all set to transform the way Americans travel. These next steps, and the public-private partnerships (P3s) that could drive them in the coming decades, form a key part of our discussion.

“Seeing these advances does make the job more interesting, seeing how the world is going to change and being able to look at that and be a part of that is exciting,” says David.

“Being involved in projects that improve transportation mobility for locations all across the country has excited me for some time."

"Knowing that you get to work on projects that result in real, tangible infrastructure that gets built shortly after is exciting."

In a world increasingly volatile, change is the only constant.

As every business and industry seeks the agility to navigate a shifting landscape, including the digital revolution, AI and the race to net zero, Steer’s latest insight report explores seven megatrends transforming how we move, power and connect the world.

Launched to coincide with Infralogic Investors Forum Europe 2025, Game Changers captures the forces reshaping long-term investment, strategy and sustainability across our industry.

Each chapter provides a glimpse of a future already in motion, paired with practical insight for investors, asset owners and governments who want to adapt and unlock opportunity:

  • Air mobility: A new layer of urban transport takes flight.
  • Highways: The digital backbone of connected and autonomous mobility.
  • Fleet electrification: A maturing market creating new real estate and financing frontiers.
  • Data centres: Powerhouses of the digital economy become catalysts for heat decarbonisation – an insight authored by Amberside Advisors, specialists in financial and commercial advisory for critical infrastructure, renewables, and the energy transition, and part of the Steer Group.
