His expertise covers the planning, operation, regulation, management, and institutional design of transport systems, with a strategic and multidisciplinary approach.
Throughout his career, he has worked with railway, road transport, and airport operators, energy companies, private and multilateral financial institutions, and public-sector entities. His ability to analyse and manage large-scale infrastructure projects has enabled him to assess technical, financial, environmental, and social benefits, risks, and impacts, ensuring successful project implementation.
Leon has been involved in the planning, operation, and/or financing of flagship BRT systems in Latin America, including TransMilenio in Bogotá, Metrobús in Mexico City, RED in Santiago de Chile, and RIT in Curitiba. His expertise positions him as a specialist in high-capacity mass transit systems.
Additionally, he has led multidisciplinary teams across all critical phases of transport projects, from identifying strategic corridors and demand forecasting to operational design and key infrastructure planning, including terminals, stations, and depots. His experience also extends to developing innovative business models and financing strategies, with a particular focus on decarbonisation projects and the transition to electromobility.
At Steer, Leon leads the public transport market for the Mexico office. He oversees flagship projects with a vision that integrates sustainable and innovative solutions. His work contributes to the development of resilient, cutting-edge infrastructure that meets the needs of the future.
