Leon is Principal Consultant at Steer with over 17 years’ experience in urban and transport planning, specializing in the operation, regulation, management and institutional design of passenger transport systems. He has worked in road, rail, bus and airport infrastructure consultancy projects in Mexico, Central and South America. Leon has experience from the operator’s side in the design and analysis of public bus companies, including running business evaluation and ITS for transportation.

Leon has experience in transport operations, being involved in several stages of BRT system implementation, from corridor design, demand forecast, infrastructure design (terminals, bus stops and depots) and the functional design of fare collection and user information systems.

At Steer, Leon leads the urban transport team for Mexico’s office, supporting and leading rail, rapid transit, electromobility and mobility for major events projects.
