Steer is proud to support the launch of GoNoCo34, the first Transportation Management Organization (TMO) in Northern Colorado. Working alongside the North Front Range Metropolitan Planning Organization (NFRMPO), CDOT, and the GoNoCo34 TMO Board of Directors, we have helped bring this initiative to life—advancing sustainable transportation, reducing congestion, and enhancing regional mobility along the US34 corridor.
Transportation is the largest contributor to greenhouse gas emissions in Colorado, with passenger vehicles being a major source. In response, the state has set ambitious targets to reduce emissions by 90% (compared to 2005 levels) by 2050, and transportation demand management (TDM) strategies are a key tool in achieving this goal. The NFRMPO 2050 Regional Transportation Plan identified the need for a TMO to drive these efforts, and now, with GoNoCo34, Northern Colorado has a dedicated organization to support businesses, commuters, and communities in shifting to more sustainable transportation options.
What is GoNoCo34?
The GoNoCo34 TMO is a collaborative initiative designed to improve mobility, reduce congestion, and promote sustainable transportation options along the US34 corridor. Serving multiple communities across Weld and Larimer Counties, including Evans, Greeley, Loveland, Johnstown, Kersey, Windsor, and Estes Park, the TMO will work with local governments, employers, developers, and advocacy groups to implement programs that make transportation more efficient, accessible, and convenient.
- Expanding carpooling and vanpooling programs
- Increasing access to transit and shared mobility
- Supporting biking and walking initiatives
- Encouraging flexible work arrangements to reduce peak-hour demand
- Providing resources and incentives for businesses to support sustainable commuting

Steer’s Role in the Project
Steer has played a central role in shaping GoNoCo34 by providing strategic guidance, stakeholder engagement, operational planning, and branding support to ensure its success. Our team worked closely with NFRMPO and local partners to:
- Develop an organization structure, including a Board of Directors, bylaws and work plan
- Set up a membership structure and identify grants and other funding sources for long-term sustainability of the TMO
- Create a TMO Marketing Plan to promote sustainable travel options along the corridor to targeted audiences
- Support the TMO’s ongoing operation and implementation of the Service Plan

What’s Next?
With the TMO now officially launched, the focus will shift to implementing key programs, engaging businesses and residents, and measuring impact. Over the coming months, GoNoCo34 will begin rolling out new commuter programs, partnerships, and incentives to encourage sustainable travel behavior along the US34 corridor.
