Manchester City Council (MCC or the Council) commissioned Steer to assist them with the commercial arrangements and procurement for the Ancoats Mobility Hub in Manchester, with a focus on agreeing a preferred commercial and operating model, developing the procurement specifications and running the procurement process.

Approach:
After reviewing the procurement objectives and identifying the key associated risks, Steer conducted a thorough financial analysis of the proposed Mobility Hub, including demand, cost and revenue estimation. This, alongside sustained stakeholder engagement, informed the development of a suitable commercial model for the Mobility Hub, which was agreed with MCC, maximising the ability of the hub to meet operational objectives and minimise financial obligations. The procurement approach was then developed, including a draft scope, a proposed value and duration of the contract, and the technical specifications for prospective bidders. Finally, Steer provided support during the procurement process, responding to clarification questions and evaluating and scoring bidders.
Output/s:
Financial analysis and a forecasting model was produced for the different components of the mobility hub. Subsequent outputs included a summary of the commercial model for the contract, accompanied by a procurement approach document and technical specification document that were included in the tender pack. Steer also provided support during the procurement process and the award of the contract. As a result of this work, the procurement process was successfully concluded and the Hub opened in May 2025, forming a key part of wider urban regeneration in the area.
