Creating the City of Mississauga's first transportation master plan

Mississauga has steadily grown over the last 40 years to become a regional economic centre. In the future, the City will use its BRT and LRT corridors to help spur targeted intensification. The City’s first transportation master plan will guide the development of the transportation system over the next 25 years, as the city pivots away from auto-dominated development and travel patterns.

Steer led the creation of the transportation master plan, using a mix of technical and engagement work to provide a robust evidence base.

Our in-depth technical analysis provided a detailed understanding of the challenges and opportunities facing the city. We examined how emerging transportation directions and comparator cities can help guide the city’s future. We also analysed Mississauga’s transportation patterns for a variety of user groups and destinations (within and beyond the city). We evaluated the integration of transportation planning and city building in the city, including how the wider policy environment helps or hinders the city’s transportation aims.

Our extensive engagement with the public and stakeholders included in-person events, online activities, sector-specific workshops and targeted interviews.

Successes and outcomes

Drawing on the City’s aspirations, the desires of stakeholders and the public, and the needs identified in the technical analysis, we developed an overarching Vision for the City’s transportation system. We also created a set of six Goals that provide additional direction to implement the Vision. We then consulted with stakeholders and the public to refine the Plan’s priorities.

We have developed a set of more than 90 Actions that provide the means to deliver the Plan’s Vision and Goals, guiding the City’s investment in and stewardship of its transportation infrastructure and services.

The transportation master plan was approved by City Council in May 2019.

Everyone in 10 years will still be carrying around a digitally dog-eared copy of the plan and admiring the changes that have happened and the improvements made because of the work you did today.
