Logistics Development Plan: Driving Decarbonisation in Chile

Since 2019, Chile’s Ministry of Transport and Telecommunications (MTT) has been leading an ambitious initiative to transform the country’s logistics system through the development of Regional Master Logistics Plans. These plans aim to enhance the efficiency of the logistics sector, strengthen the competitiveness of both foreign and domestic trade, and advance towards a more sustainable and resilient transport system.

Within this context, Steer was selected by the MTT to develop the Master Logistics Plans for the northern and southern zones of the country, covering a total of eight regions. Based on the positive results achieved in this initial phase, the Ministry has once again entrusted Steer with developing plans for the central and southernmost zones, which are currently in progress.

The study was based on a comprehensive review of publicly available data, allowing for a diagnostic analysis of the logistics system in each zone, the estimation of future supply and demand, and the identification of gaps and opportunities. These formed the basis for the portfolio of projects included in the Plans.

The outcome: a robust proposal of 109 projects distributed across the northern and southern zones of the country, addressing key areas such as:

  • Port development
  • Road and highway infrastructure improvement
  • Railway infrastructure development and enhancement
  • Initiatives aimed at closing gender equity gaps
  • Measures to address climate change

One of the most innovative aspects of the study is its alignment with Chile’s energy transition strategy, incorporating measures that promote the use of clean energy and the development of green hydrogen as a key component in reducing emissions from the transport and logistics sectors.

This project was delivered by a multidisciplinary team from Steer, comprising professionals from various international offices with expertise in logistics planning, transport, environmental analysis, and sustainability. This global collaboration was essential to ensuring a comprehensive approach tailored to the specific challenges of each region.
