Our leading role in the Beam Parkway scheme

Beam Parkway is a £13m scheme in Rainham that will transform a busy road into a linear park with enhanced walking and cycling facilities, improving connections between communities. It will also act as a catalyst for the development of thousands of new homes in the adjacent Housing Zone.

Working together with East Architects, Steer prepared a funding bid to Transport for London (TfL). Our bid set out a coherent and compelling case for the scheme and was successful in securing £8m of TfL funding.

Since then, we have continued to work with the London Borough of Havering and our sub-consultant team to progress the scheme. We have undertaken extensive data collection and traffic modelling, and are fully embedding Healthy Streets principles in the scheme design.

We have been taking a collaborative approach throughout, proactively engaging with numerous teams at both TfL and Havering, including developers and their consultants, community groups and politicians. This has enabled us to develop a design that balances the aspirations of different stakeholders.

Successes & outcomes

Our work on the Beam Parkway scheme demonstrates our ability to progress a complex project with multiple stakeholders, successfully navigating both TfL and the Borough’s requirements. For example:

  • Our successful funding bid was commended by TfL, who commented that it was ‘one of the strongest bids to TfL in many years’.
  • We presented the scheme at a TfL Value Engineering Review meeting, and our TfL sponsor commented that they had ‘never read such a glowing [value engineering] report’.
  • Through extensive engagement, we have been proactively securing stakeholder (including political) support for the scheme.
