Re-engineering Bogota's Sistema Integrado de Transporte Público

The Integrated Public Transport System (Sistema Integrado de Transporte Público – SITP, in spanish) is the most ambitious project ever, which has had the highest impact in Bogota’s population. It was first conceived and implemented more than ten years ago, and its gradual consolidation and implementation process is still on course.

This project’s main objective was an operational and legal review of the structuring axis of the city’s mobility; given the complexity of this operation, specific solutions were required, including an interaction among operational, fleet, infrastructure, and user information schemes.

A data analysis process was developed throughout the audit’s course, in order to perform a System diagnosis through the review of the design, operations and user’s information main indicators. Afterwards, operational schemes were tested at a zone level, in order to identify immediate term, medium-term, short-term and long-term service improvement actions, as well as the technical and legal feasibility of these improvement actions implementation.

Considering the difficulties arisen during the implementation process, one of the audit’s challenges was proposing actions for recovering users’ trust, through the assessment and creation of actions aimed at providing tools to strengthen the Managing Entity, brand-new proposals for user’s information, and actions to ensure reliability for the service.

Considering field data and the operative secondary data of SITP demand, the city’s public transport matrix was updated for 2018, and the public transport assignment model was calibrated for 2018.

Afterwards, the operative design of the SITP zoning component was developed for the future infrastructure scenarios, defined along with the District Administration for years 2019, 2022, 2024 and 2016; as well as procedures for information extension to business days, Saturdays and Sundays.

Finally, a follow-up process was developed for some immediate improvements proposed during the audit’s course and for some other improvements requested by TRANSMILENIO S.A. The designs produced were used as a basis at fleet provision and fleet operator tenders for Phase 5 of SITP in Bogota.
