The Electric Mobility Law in Colombia seeks to promote the use of electric and zero-emission vehicles to contribute to sustainable mobility and reduce polluting emissions and greenhouse gases. The National Strategy for Electric Mobility (ENME) aims to define actions to accelerate the transition to electric mobility and incorporate 600,000 electric vehicles in Colombia by 2030.
Among the segments prioritised to achieve this goal, the first is incorporating more efficient official vehicles with zero and low emissions more effectively and efficiently. Thus, the project's objective was to structure the bases of the technological replacement program for the country's official fleet, to accelerate the acquisition of low and zero-emission vehicles for national public entities and their territorial offices.
In the first stage, our team carried out the inventory and characterisation of the official fleet, identifying vehicle types, models, energy used, performance, and efficiency based on the national registry database. Subsequently, our team developed a calculation of the potential for technological replacement and its impact on energy efficiency, particulate matter analysis, and emissions reduction.
An analysis of the country's capacity to replace the official fleet was also carried out based on an analysis of the technologies available in the Colombian market and world market offers.
Our study generated replacement recommendations based on a strategy with a five and ten-year vision, with the economic and financial evaluation that will allow the replacement of official fleets with zero and low-emission vehicles to materialise.
The programme was planned in two phases. The first phase was a five-year implementation of the programme in the leading governmental entities in the e-mobility strategy, with the objective of being an example and having the possibility of having a pilot to measure the impact. The second phase proposed a more aggressive implementation with a 15-year horizon. The estimated potential to renew to zero emissions was 12% of Colombia's official national fleet.
