She specialises in delivering sustainable mobility through designing and implementing travel behaviour change strategies and programmes that involve education, incentives and infrastructure interventions. She has advised local, regional and central government, as well as private sector clients across a broad spectrum of behaviour change studies. 

Juliana leads Steer’s transportation infrastructure market in Mexico, driving the development and evaluation of strategic projects that shape the region’s mobility future.

With a portfolio of more than 40 advisory studies across Latin America, Juliana brings deep expertise across all project stages—from pre-feasibility to operational optimization. Her work spans urban and interurban roads, airports, ports, and railways, supporting both public and private sector clients including multilateral agencies, banks, developers, and investors.
