Stefan is a consultant with extensive experience in the application of economic principles to the regulation of transport and infrastructure.

His work has addressed a range of issues including governance, competition, cost efficiency, service quality and consumer protections. With a focus on aviation, Stefan has worked with private and public sector clients supporting them on asset transactions and the due diligence of business plans, the application of price controls and incentive mechanisms, the evaluation and reform of market regulations, and the development of policy.

As Practice Lead for Bus Regulatory Reform at Steer, Steve brings industry-leading experience in supporting local authorities in exploring bus franchising options and developing business cases for major public transport interventions. A Chartered Transport Planning Professional, Steve actively supports the Chartered Institution of Highways and Transportation (CIHT) in promoting and administering this professional qualification.

Tom has extensive experience in transport planning and economics. Tom has an excellent understanding of how transport can meet wider economic, social, and environmental outcomes, and enjoys working with colleagues and clients to develop schemes and strategies to help achieve these, providing evidence-based analysis to support investment decisions and policy development across a range of sectors, including rail, highways, and urban transport.

Projects

In 2012 Blackpool tramway opened following a £100m upgrade. The upgrade included track and vehicle replacement, replacing heritage vehicle run services with a fleet of 16 modern tram vehicles. A new depot was also developed.

Alberto leads Steer offer in the ports & maritime sector and provides strategic advice to clients in their investment decisions across the globe. His work focuses on commercial and technical due diligence advisory, investment financial and economic appraisal, business planning and market analysis.

Masroor currently is the joint-leader of Steer’s rail practice in North America. This practice is the largest Steer practice in North America. In this role, his main responsibilities include market strategy and business development, staff development and growth, team leadership, business planning, company targets and goals achievement, and recruitment plan development.

Mark serves as Steer’s joint head of our rail market for North America. Mark is an experienced leader in the transportation industry with a strong grounding in analytical and strategic advice. He brings wide-ranging expertise covering advisory services including ridership, revenue, business case, financial, technical regulatory advice, and benefits analysis, with a focus on the passenger rail sector.

Projects

The Union Pearson (UP) Express began operation in June 2015, in time for the 2015 Pan American Games. The service travels between Toronto's Union Station and Pearson Airport calling at Bloor and Weston stations.
