Before joining Steer, he spent eight years at the West Yorkshire Combined Authority, where he led the Economic & Transport Analysis Team and played a central role in shaping major strategies, including the Strategic Economic Plan and Local Industrial Strategy.

Edmund is responsible for Steer’s client relationships in London. He works across strategic planning, business case, and the integration of land use and transport planning. He has worked extensively with public sector organisations across the UK, including local authorities, combined authorities, and sub-national transport bodies, helping them develop strategies that improve connectivity, increase equity and support sustainability goals.
