Urban & rural mobility

Urban & rural mobility

Delivering integrated, accessible, and sustainable transport solutions.

As cities and rural areas evolve, so do the challenges of mobility. Traffic congestion, economic disparities, rising emissions, and limited transport funding create complex issues that require strategic, forward-thinking solutions. Public transport—especially buses—plays a vital role in ensuring mobility is equitable, efficient, and environmentally sustainable, but integrating these systems into evolving urban and rural landscapes requires careful planning and investment.

Shared mobility, including bike and e-scooter schemes and car clubs, complements public transport by filling gaps in the network, making it easier to complete trips that are less convenient by public transport, and reducing the need for car ownership.

At Steer, we help governments, transport operators, private investors, and regulators create well-connected, sustainable mobility networks that enhance accessibility, affordability, and efficiency. From bus network optimisation and transit planning to new mobility solutions and transport policy development, we provide tailored, data-driven strategies to help clients meet the demands of today and the needs of tomorrow.

Our expertise

  • Public transport & bus network planning – Designing and optimising bus, transit, and multimodal networks for efficiency and accessibility.
  • Strategic mobility planning – Developing vision-led transport strategies and plans that support wider economic, social and environmental outcomes
  • Revenue & demand forecasting – Providing data-driven insights to optimise service delivery and investment.
  • Mass transit operations & service delivery – Supporting operators in planning, managing, and improving transit services.
  • New mobility, technology & digital integration – Advising on shared mobility, mobility hubs, EV infrastructure, wayfinding and real-time travel information, and emerging transport technologies.
  • Stakeholder & community engagement – Ensuring mobility plans align with local needs and long-term goals and have strong political and stakeholder support

From urban transit networks to rural mobility solutions, we help clients enhance public transport accessibility, secure funding, and improve user experience. Whether designing bus networks, planning integrated multimodal systems, or delivering innovative transport policies, we create solutions that make mobility work for people, places, and economies.
