With over 25 years of experience in the transport sector, Liliana has established a career spanning leadership, management, strategy, market development, and technical roles across the private sector, government, and academia. Liliana has led cross-national teams, working extensively in Latin America and the United States alongside professionals from multiple continents.

José Daniel is a Civil Engineer with graduate studies in Regional Planning and over 15 years' experience in infrastructure transactions, transport modelling and PPP schemes.

John specialises in business case development, strategy formulation, and travel behaviour change. He has extensive experience delivering strategic, outline, and full business cases for a wide range of transit, bus, and active travel projects. His work often involves coordinating specialist inputs across economic, financial, and design disciplines to produce cohesive, evidence-based outputs.

Jim is the founder of Steer and was the CEO for the first 25 years. Jim is a chartered civil engineer and has extensive experience in transport strategy and planning.

Hugh is a dynamic and results focused leader of consultancy teams and CEO of Steer. He has 20 years’ experience and specialises in providing commercial and transactional advice to governments, investors and operators.

Giovanni is a global expert in demand modelling and traffic and revenue forecasting with a focus on toll roads, revenue maximisation, optimising user charging strategies and risk allocation. He is part of the global infrastructure team and leads the demand modelling team in our Italian office.

Geoff is a Registered Professional Planner (RPP) in Canada and a Transportation Demand Management Certified Professional (TDM-CP) with experience across Canada, the UK and the United States. Geoff co-leads Steer’s TDM Practice and is an expert at TDM implementation and program delivery.
