Phil Turner

Phil has over 20 years of experience in transport operations planning for bus and rail networks, as well as transport and mobility planning for sports and major events across the UK, Australia, Europe, and North America.

Phil is an expert in planning for the delivery of sports and major events from the initial planning stages through to delivery. His expertise includes demand forecasting, the development of specialised service plans for public transport operations, stakeholder management with stadiums, transport operators, and local and national authorities, and hands-on experience working both on-the-ground and within transport control centres on event days.

Before joining Steer, Phil spent 10 years working in service planning roles for rail and bus operators. His extensive experience in rail and bus operations enables him to advise clients at all stages of the public transport planning cycle, ranging from strategic visioning and service specification to the preparation of detailed timetables and operating plans.

Phil is a senior member of the Sports and Major Events team, delivering transport and mobility solutions for significant events such as the 2024 Champions League Final and the successful UK & Ireland bid for Euro 2028.

Phil also leads Steer's bus operations, providing technical advisory services for local, national, and transport authorities on bus franchising and network planning, as well as concession bidding with private operators.
