Simon Hall

Director & Head of Sports and Major Events
Profile

Simon is the Head of Sports and Major Events at Steer, with over 25 years of experience in delivering transport and mobility solutions for global sporting events.

Simon specialises in transport strategy and business case development, helping clients identify opportunities, secure funding, and deliver successful projects. Since joining Steer, he has led a wide range of projects across urban mobility, rail, and major infrastructure schemes. Simon has particular expertise in working with local authorities and transport operators, ensuring projects align with wider policy objectives and meet the needs of communities and businesses. He works with clients throughout the project lifecycle — from initial concept and strategy development through to business case preparation, stakeholder engagement, and delivery — providing evidence-led advice that delivers lasting value.

He has been instrumental in managing transport operations for major events such as the 2011 UEFA Champions League Final at Wembley, the 2012 London Olympics Football matches at Wembley Stadium, and the 2017 UEFA Champions League Final in Cardiff. Simon has also supported the English FA as their transport and mobility consultant from 2008 to 2010 and again from 2018 to 2023. He was the Project Director for Mobility for the FA’s bid to host the 2028 European Championships.

Simon's focus is on building strong delivery teams that support clients with experience, strong analytical capabilities, and a commitment to excellence.
