Tasked by the MTA, Steer worked as part of a team led by KPMG to estimate the social, economic and environmental benefits to the region from investing in MTA transportation infrastructure. 

Steer, supported by Hatch, was appointed to develop a Preliminary Business Case for Toronto-Windsor High Speed Rail (HSR).

Steer worked collaboratively with the Oregon Metro team and core Regional Travel Options (RTO) Program stakeholders to understand the full benefits and impacts of the program.

Steer's team of strategists, economists, and designers have worked collaboratively with Metrolinx on the development of revised Business Case Guidance.

Steer worked with Metrolinx on the development and evaluation of potential integrated fare structures.

Steer and joint venture partner, Hatch, have been responsible for delivering +/- 30% design and +/- 15% cost estimation certainty, as well as business case development to secure funding for the Surrey LRT Newton-Guildford Line and the Surrey-Langley Rapid Transit Line.

Steer led a multi-disciplinary team to develop both guidelines, which were developed with support from various departments within TransLink and stakeholders from the region’s 22 cities.

The ScotRail franchise, operated by Abellio, had the objective to reduce ticketless travel and fare evasion and to maximise revenue. A key tool in meeting this objective is to encourage the franchisee to reduce ticketless and fraudulent travel.

Govia Thameslink Railway (GTR) began operating the full Thameslink, Southern, Great Northern (TSGN) rail franchise in July 2015.
