Manchester Airport is a key international gateway for the North of England and an important employer for Greater Manchester. The airport is forecasting a doubling of air passengers by 2030, along with a significant shift in surface access towards public transport. However, the infrastructure to support this growth and mode shift is not yet in place.

Our people

Clémence has over 20 years of experience and is an expert in aviation economics, policy assessment, economic regulation and competition policy. 

An aeronautics ingénieur from the Ecole Nationale de l’Aviation Civile (ENAC) in Toulouse with a Masters course in Transport economics from UC Berkeley. She started her career at IATA, where she worked for the Chief Economist, before joining aviation consultancy Airclaims. She joined Steer's aviation team in 2006.

Steer provided the ridership and revenue analysis for the proposed PATH extension to Newark Liberty International Airport (EWR).

Jon leads Steer’s UK Infrastructure Transactions team, a group of 25 consultants providing advisory services globally in Demand & Revenue, Technical Due Diligence, Commercial Due Diligence, New Mobility, and Modelling & Forecasting. He directs complex, high-profile projects for public and private sector clients, with extensive multi-assignment experience across the UK, Europe, Asia, Australia, North America, and Africa.

Nandini has 10 years of experience providing demand and revenue advice on infrastructure investment projects across the world. She is an APM-qualified project manager with expertise in multi-disciplinary transaction advisory projects as well as specialist behavioural research, growth modelling and forecasting.

Paul leads our Aviation and European Institutions sector with a particular emphasis on our client relationships. With 30+ years of experience in the aviation sector, Paul has extensive client-side and consultancy experience. He specialises in airport traffic and business plan analysis and forecasting, providing advice to airport investors and operators, lenders, governments, and regulators worldwide.

Jim is the founder of Steer and was the CEO for the first 25 years. Jim is a chartered civil engineer and has extensive experience in transport strategy and planning.

Ian is an Associate Director and Market Leader with Steer’s North American Advisory Team. Ian is experienced in transport business operations, development strategy and financial analysis. Ian is an expert in transportation business analysis with a focus on aviation and parking, developing complex financial models to evaluate and provide technical due diligence on airport operations.

Peter has over 30 years’ experience in the aviation sector and broader transport experience covering rail and other modes. He is an expert in demand, revenue and operating cost forecasting, economic regulation, competition policy, economic impact assessment and aviation decarbonisation strategies. His expertise covers operational, strategic and policy issues as part of studies for governments, regulators, investors and transport operators.
