In 2008-2009, Steer provided the European Commission with a study of passenger transport by coach in Europe based on case studies of eight Member States. Following this, in 2011 Regulation 1073/2009 came into force which outlined a set of common rules for international coach services.

As part of the ‘Fourth Package’ of European railway legislation, the EU Agency for Railways (EUAR) was given a new role in safety certification of railway operators and systems. EUAR needed to develop effective arrangements for this, together with a charging system that was fair but which covered its costs.

SEA Milan Airports is testing pilot services for Linate and Malpensa passengers and employees and delivering a long-term strategy for the Airports’ sustainable surface access. We partnered with SEA to provide project management and technical consultancy.

The European Commission engaged Steer to investigate mechanisms for developing a framework for air navigation services (ANS) to vary (or “modulate”) charges to encourage greater flight efficiency and a reduction in delay.

During 2013-2014, Steer analysed the liability regimes and the legal requirements for third-party liability insurance existing today in Europe, as well as current industry practices and the insurance market itself, and made recommendations to the European Commission.
