The London Borough Knowledge Exchange (LBKE) is a new in-person event series designed to support officers from across London in tackling critical urban challenges through shared insight, real-world examples, and open, peer-led discussion.
Our second session, Turning Up the Heat: London Boroughs’ Role in Shaping the Heat Transition, brought together more than [insert number if known] borough officers and technical experts to explore the changing landscape of heat networks — from zoning implications and funding options to the skills needed for delivery.
With boroughs set to play a crucial role as off-takers, enablers, buyers, and facilitators, the half-day workshop focused on practical ways to strengthen local authorities’ commercial bargaining position and secure outcomes that truly benefit communities.
What the session covered
This interactive event featured a mix of expert showcases and peer-led roundtables, focused on the real-world challenges facing London boroughs as they transition to low-carbon heat.

Sharing lessons from their heat network funding journey, including insights for borough investment planning and delivery.

Philippa Ellis – Local Energy Accelerator Programme Lead, Greater London Authority
Exploring cross-borough collaboration on heat networks following the GLA’s recently released waste heat study.
Roundtable discussions
Following the showcases, attendees joined themed roundtables designed to spark open discussion and cross-borough insight:
- The Role of Local Authorities in Shaping Heat Network Deals – defining what a “best deal” means for boroughs and exploring ways to shape commercially and socially valuable partnerships.
- The Power to Bargain: Funding Heat Networks in a Post-PSDS World – discussing how boroughs can strengthen their position through procurement, partnerships, and joint ventures.
- Building Skills, Knowledge and Tools for Heat Delivery – identifying practical approaches to capacity-building and collaborative delivery.
Steer and Amberside Advisors at the event
The session was hosted by Shivali Mathur, Natasha Schlichtkrull, Mark Easter and Neil Rutledge from Steer’s Commercial Advisory team, supported by colleagues from Amberside Advisors.
Together, we provided a collaborative, peer-led environment for borough officers to share experiences and take away practical insights to inform future delivery.
