The World Bank hired Steer to undertake a study to analyse a detailed diagnosis on institutional and economic aspects regarding transport policy, financial instruments and funding sources for low emission buses in five Latin-American cities: Mexico City, Sao Paulo, Montevideo, Buenos Aires and Santiago.

Our primary role was the development of an extensive suite of 40 year annual and secondary air traffic forecasts (passengers, movements, cargo), along with an analysis of the passenger and airline market at Santiago.

Katerina Espinoza has worked for more than 20 years as a transport consultant, on a wide variety of projects for the public and private sector, many of which have been under her successful management. She is currently the infrastructure market leader for Chile, a market in which she has extensive experience.

Samuel is a transport modeller with over 20 years’ experience in the transport planning, toll road and infrastructure sectors. He supports our infrastructure offer in Santiago, working for concessionaires, government agencies and other private companies.

Our people

Ernesto has worked in transport planning for over 20 years and is an expert in demand forecasting, project appraisal and transport system modelling. He has directed traffic studies for major private finance infrastructure projects, including highways and ports. He has also led a number of freight and logistics, transport strategy and transport policy projects, working for both private and public sector clients in Chile, Mexico, Puerto Rico, Uruguay and Brazil.
