  • Watch out for integration challenges: Merging regional strategies is essential but requires seamless integration to address funding and infrastructure disparities.

Midlands Connect research, develop and progress transport projects that will provide the biggest possible social, economic and environmental benefits for the Midlands region, and the rest of the UK. Maria has been instrumental in the success and development of Midlands Connect since helping to set up the partnership in 2014. Maria has also worked as Director of the Midlands Engine and managed the West Midlands Integrated Transport Authority’s input into the HS2 Hybrid Bill.

Our key takeaways were:

  • We need to embrace policy changes: Understanding and adapting to the Zero Emission Vehicle (ZEV) mandate and other policy shifts is crucial for accelerating EV adoption.
  • Infrastructure investment is vital: Significant investment in charging infrastructure is needed to support the growing number of EVs on UK roads.
  • Design for fleet transformation: Fleet operators are leading the way in EV adoption, but tailored strategies are needed for different vehicle types and uses.
  • Overcome adoption barriers: Addressing cost, awareness, and accessibility issues is vital to make EVs more attractive to a broader audience.
  • Collaboration is key: Strong partnerships between government and the private sector are essential to overcome challenges and drive progress.

About the session 

Today’s conversation focused on economic policy, with our central question being: what needs to happen to meet our growth targets in the North, and what part does this play in fueling national growth?

Our key takeaways were:

  • Four clear priorities for sustainable, healthy and inclusive growth in the North: 1) trade and investment; 2) the net zero agenda; 3) transport and connectivity; 4) people and place
  • Trade and inward investment: Reducing bureaucracy, raising the profile of the UK in the global marketplace, with a focus on long-term stability and attractiveness and clearer propositions at a local and regional level
  • Net zero agenda: has the power to provide a strong catalyst for growth; capacity at grid level is holding us back and will be key to unlocking long-term productivity
  • Transport and connectivity: it’s not necessarily about speed, but capacity, which will play a huge role in reducing the cost of transport to, from and around the North
  • People and place: a strong industrial strategy focussing on diversity of voices, including those from business, is needed; simplifying access to funding, particularly for SMEs; upskilling our workforce

Tom Cohen, Reader of Transport Policy, University of Westminster 

Tom is Reader in Transport Policy at University of Westminster, where he is also a member of its Active Travel Academy. Tom’s main research interests are transport/mobility justice, the democratisation of transport planning, and active travel, particularly improving conditions for walking and wheeling.  Tom is currently course leader for the MSc in Transport Planning and leads modules on policy, street design and behaviour change.  He moved to Westminster from UCL in early 2020, having completed a doctorate there and carried out various teaching and research tasks.  Before moving into the research sector, Tom spent a happy decade in transport consultancy.

About the session 

In this live discussion, we explored the role buses have to play in the future of the UK's transport network. 

Our key takeaways were:

  • Franchising: maintaining service stability will be fundamental, including provisions that mitigate for the financial breakdown of operators, and how we keep smaller operators in the game
  • Funding: revenue risks, government funding and subsidy reform - plus, where will Local Authorities find the money?
  • Delivering better buses: why establishing byelaws (like we have in rail) might be the way forward and the role for sub-national transport bodies (STBs).
  • Meeting implementation challenges: including the management of physical assets, the contracting process, and the recruitment of transition specialists.
  • Achieving a customer-focussed approach: Forgoing softer measures for harder realities, and increasing frequency to get people back onto buses.

Simon, who has been integral to Greater Manchester's transport policy since 1999, now spearheads West Yorkshire Combined Authority's transport initiatives. His leadership includes expanding transport infrastructure and overseeing a significant £1 billion-plus investment programme aimed at enhancing multi-modal transportation to meet the daily needs of 2.3 million residents.

About the session

In a timely conversation today focused on the transformative post-election developments coming to Britain’s railways, Howard Smith OBE spoke to Steer in a personal capacity about what he thinks the opportunity is and what the future could look like.

Our key takeaways were:

  • Bring together revenues and costs: public sector service delivery should make it easier to understand which parts of the railway are potential profit centres and “loss leaders.” We need to understand the former to identify and prioritise our efforts to grow revenue.
  • Creating connectivity is key: now affirmed by the Government’s ambition for an integrated transport strategy, it should be a particular focus across both cities and regions with a focus to support additional housing. Defining the final purpose and role of HS2 and its services in this is a significant factor.
  • Post-pandemic consensus: we should now have a good idea of rail needs and passenger trends, so we should be moving to make railways more customer-centric with this insight, stability, and confidence.
  • Rail freight is influential: while rail freight might not contribute material net revenue to the sector, it has a bigger part to be played in generating policy and political support for the sector.
  • The exciting potential: the sector can and should be offering a reason to stick with it. There will be some greater career opportunities to learn, grow and make a difference.

Where might Britain’s railway be in five years? A busier rather than bigger network, a sector which offers simplicity, and a railway which generates trust with its users. A railway that is internationally competitive in its ambitions and capabilities.

Howard Smith OBE, Director – Elizabeth Line, Transport for London (TfL) 
Howard Smith OBE, Director - Elizabeth Line, Transport for London

Howard's career in railways began in 1986 at British Railways (BR) as a management trainee. He managed stations at Balham and Richmond before advancing to RailFreight Distribution, where he developed Channel Tunnel freight services and led international joint ventures with SNCF and SNCB. At Docklands Light Railway (DLR), Howard championed expansions like Lewisham and City Airport. Joining TfL in 2004, Howard became chief operating officer of London Rail and later led the Crossrail project. As chair of the Chartered Institution of Railway Operators from 2020 to 2022, he achieved a significant milestone in October 2020 when the Institution was granted its Royal Charter.
